Meeting on National Higher Education and Research Bill, 2010
A delegation of PHD Chamber comprising of Shri Prabhat Jain, Co-Chairman, Knowledge Committee and Shri J Veera Raghvan, Chairman, Knowledge Committee's Sub-group on Education Policy participated in the meeting convened by the Ministry of HRD on 29 May 2010 at Vigyan Bhawan, New Delhi to seek views of experts and apex industry chambers on the revised draft of National Higher Education and Research Bill, 2010.
The meeting was chaired by Shri Kapil Sibal, Union Minister for HRD. PHD Chamber submitted its recommendations on NCHER Bill, 2010 on the occasion. Many of the suggestions were well received by the members of the Task Force on National Higher Education and Research Bill. Consequent to the meeting, the Chamber has submitted its revised recommenda-tions to the Minister for HRD.
Meeting on Draft Model Real Estate Act
The Ministry of Housing & Urban Poverty Alleviation convened a meeting on 11 June 2010 at HUDCO, New Delhi, under the Chair-personship of Ms. Kiran Dhingra, Secretary, Ministry of Housing & Urban Poverty Alleviation, to discuss the Revised Model Real Estate (Regulation of Development) Act 200__. Shri S K Singh, Joint Secretary (Housing) and other officials of the Ministry, officials of various State Governments and representatives of prominent Chambers attended the meeting.
PHD Chamber was represented by Shri Ramakant Gupta, Satya Developers Pvt Ltd; Shri Pramod Uniyal, DLF Ltd; Shri Rohit Pandit, Additional Secretary, and Ms. Seejal Gupta, Assistant Secretary, PHD Chamber.
Extensive section-wise discussions took place at the meeting. In addition to the issues raised by the Chamber representatives at the meeting, the Chamber also submitted a memorandum giving section-wise comments on the revised Draft Act.
Earlier, a Draft Model Real Estate (Regulation of Development) Act 200__ was made public by the Ministry of Housing & Urban Poverty Alleviation, Government of India, in September 2009 and comments were invited from various stakeholders. The Chamber had submitted its detailed memorandum on Draft Model Real Estate (Regulation of Development) Act, based on the feedback received from member companies, to the Ministry in October 2009.
Recently, after examination of the various comments received, the Ministry revised the Draft Act and sent it again to the Chamber for comments.
The objective behind the Model Act is to establish a Regulatory Authority and an Appellate Tribunal to regulate, control and promote planned and healthy development and construction, sale, transfer and management of colonies, residential buildings, apartments and other similar properties, with a view to protecting, on the one hand the public interest in relation to the conduct and integrity of promoters and other persons engaged in the development of such colonies and to facilitating on the other the smooth and speedy construction and maintenance of such colonies, residential buildings, apartments and properties and for matters connected therewith or incidental thereto.

- Representation made to Shri S S Singh, Cabinet Secretary, UP; Shri Atul Gupta, Chief Secretary, UP; and Shri Anoop Mishra, Industrial Development Commissioner, UP extending Interest Free Loan Scheme to existing units undertaking Expansion/Diversification/ Backward Integration on 13th May 2010.
- Representation made to Union Minister of Human Resource Development vide letter No.ST-6-SKD-679 dated 12th June 2010 regarding revised recommendations on Higher Education and Research Bill 2010 (NCHER Bill 2010).
