Shri Subhasish Panda, Vice Chairman, DDA emphasises on unified collaboration for Delhi’s cohesive development at PHDCCI’s Delhi Dialogue Series

 

Speaking on PHDCCI’s Delhi-NCR Dialogue series held today at PHD House, New Delhi  in collaboration with Apeejay, Shri Subhasish Panda, Vice Chairman, DDA emphasized on the need to utilize FAR along transport corridors and encouraged businesses to collaborate with DDA, as policies alone are ineffective without active participation. He further informed the attendees that around 80 hectares of land have been identified in Dwarka will be soon available for residential and commercial use, with the UER ready.

Mr. Panda further discussed on the availability of legal accommodations versus illegal and unauthorized ones and as Delhi faces neglect from large MNCs, DDA has reduced land prices and periodically offers land for sale. He added that they are also offering land to the corporate sector on a PPP model. Under this proposal corporate entities can lease land from DDA to build businesses, with the understanding that they provide annuity payments to DDA thereby eliminating the cost of land for these developments. This model is also available for hospitals and hotels, he added.

Speaking further he also addressed various challenges that has developed over the last 2-3 decades. He highlighted that traffic congestion has become overwhelming and chaotic, and the city has seen a surge in unorganized and unauthorized construction. Civic amenities have become a significant challenge, especially with the influx of people migrating from the hinterland in search of better opportunities, leading to a shortage of accommodation and public facilities. On the issue of waterlogging, he suggested that since multiple agencies operate within the city, there should be an amalgamation bringing them together on a single platform. This approach as recommended by the LG, would allow these agencies to work in tandem for cohesive city development.

Regarding residential accommodation, Mr. Panda mentioned that DDA is offering group housing but has not seen much enthusiasm and urged attendees to provide recommendations. He also spoke about DDA’s efforts in creating a significant amount of housing for EWS under schemes like Sasta Awas Yojana and Madhyam Varg Yojana, along with a recent luxury housing project in Dwarka, catering to different housing segments. He further discussed the potential of land pooling models similar to those in Haryana, Gujarat, and Maharashtra, which could bring nearly 20,000 hectares of land in Delhi into active use.

 

Shri Hemant Jain, Senior Vice President, PHDCCI appreciated Mr. Panda and DDA for their efforts in Delhi’s development and discussed the importance of sustainable growth and emphasised that the vision of an advanced capital city requires streamlined practices and a business-friendly environment.

He further added that the vision is achievable and that Delhi should become a holistic place to live, with credible office and living spaces that attract MNCs as a preferred business location.

 

Shri Nishant V. Berlia, Chair, Delhi NCR Committee, PHDCCI, highlighted that Delhi is one of the fastest growing regions in the Asia-Pacific, expanding at a rate of 7%. He also discussed challenges such as migration, accommodating a large population, ensuring quality of life for residents, and preserving Delhi’s heritage as the second-oldest city in the world.

As PHDCCI is a chamber representing micro small and medium businesses, he further emphasized the role of MSMEs in driving employment and urged Mr. Panda for collaboration, asking how PHDCCI can further assist in this endeavor.

 

Dr. Ranjeet Mehta CEO & Secretary General, PHDCCI highlighted that Delhi as the nation’s capital, holds significant importance for both the government and the country. He emphasized that it is the responsibility of every Delhiite to contribute to the state’s development.

Dr. Mehta further appreciated Mr. Panda for his consistent guidance and urged attendees to provide pragmatic suggestions and solutions.
